Biden administration unveils implementation plan for national cybersecurity strategy

  • The Office of the National Cyber Director (ONCD), has published an implementation roadmap for the Biden administration's national cyber security strategy, which was revealed in March 2023.

  • The initial strategy proposal focused on two main objectives: 1) Ensuring the most capable entities in the public and private sectors take on more responsibility for reducing cyber risk and 2) increasing investment in cybersecurity. The strategy aims to foster collaboration between the private and public sectors, other countries, and international organizations, and to build cyber resilience in the long term.

  • The National Cybersecurity Strategy Implementation Plan (NCSIP) lays out 65 specific initiatives under five pillars set out in the proposal; each initiative is assigned to one of 18 responsible government agencies with set deadlines for completion. Activities will be coordinated by the ONCD in collaboration with the Office of Management and Budget.

  • These activities include an initiative led by the Cybersecurity and Infrastructure Security Agency (CISA) to update the national cyber incident response plan and disruption of ransomware groups by the Joint Ransomware Task Force, co-led by the CISA and FBI, alongside an initiative providing training, planning, and cybersecurity services to high-risk ransomware targets, such as hospitals and schools. The CISA will also lead a software bill of materials (SBOM) project to drive software vendor transparency and help organizations better understand their supply chain risk. 

  • The National Institute of Standards and Technology (NIST) has been assigned responsibility for developing key cybersecurity standards, and the Department of State will lead an initiative to compile and publish an international cyberspace and digital policy strategy covering bilateral and multilateral activities. 

  • Several initiatives set out in the plan have already been completed, such as the issuance of cybersecurity priorities for the FY2025 budget. The plan is described as a living document and will be updated annually.
