California passes emergency regulations for e-scrap recycling fee

  • California's Department of Resources Recycling and Recovery (CalRecycle) has received approval from the Office of Administrative Law (OAL) for the emergency regulations proposed to maintain the current covered e-scrap recycling fee.

  • The emergency regulations will go into effect from January 1, 2024, for two years or until revised by the department. The regulations are as follows: 1) Charge of USD 4 for a covered electronic device (CED) with a 15-inch screen size; 2) Charge of USD 5 for a CED with a screen size between 15 and 35 inches; and 3) Charge of USD 6 for a CED with a 35-inch or above screen size.

  • CalRecycle intends to maintain the current fee levels to ensure program funding for collectors and recyclers to reduce the amount of e-scrap sent to landfills. Preceding the approval, the organization set a five-day written public comment period in September 2023 .
