AWS reportedly utilized by Chinese entities to access US GenAI chips

Industry news

  • According to a Reuters report, Chinese firms are bypassing US export restrictions on GenAI chips by accessing them through cloud services provided by Amazon Web Services (AWS) and its competitors. This access does not violate US regulations; they only govern exports or transfers of commodities, software, or technology.

  • At least 11 Chinese entities have sought to access US cloud services or technology, utilizing intermediary companies. For example, Shenzhen University spent CNY 200,000 (~USD 28,000) on an AWS account to access cloud servers powered by NVIDIA A100 and H100 chips for an unspecified project, using Yunda Technology Ltd Co. as an intermediary.

  • This strategy allows Chinese entities to bypass US export restrictions on high-end AI chips, which were implemented to limit Chinese military capabilities. It also highlights how US companies benefit from China's growing demand for high-performance computing.
