US plans stricter export controls on Chinese chip sector

Regulation/policy

  • The Biden Administration is set to announce new export controls targeting China's semiconductor and AI industries, potentially affecting around 200 Chinese companies that will be added to the Bureau of Industry and Security's entity list.

  • The restrictions will include controls on high-bandwidth memory (HBM) chips, particularly HBM3 and some limitations on HBM2, to limit China's ability to develop advanced AI models. The measures may also include sanctions on companies producing semiconductor equipment.

  • The new controls follow previous restrictions implemented under the Trump and Biden Administrations, which limited China's access to advanced GPU chips and imposed restrictions on sales to companies like Huawei.

  • China's Foreign Ministry has opposed these measures, stating that the US is overstretching the concept of national security and maliciously attempting to block China's development.
